The Energy and Petroleum Regulatory Authority (EPRA) has created the Energy Management Regulations 2025, marking an important step in Kenya’s journey toward more sustainable and efficient energy use.

Who Do the Regulations Apply To?
Facilities that consume more than 180,000 kWh per year (electrical and thermal combined) are considered “designated facilities” and are expected to follow the new compliance framework.
What’s New in the 2025 Regulations?
- Audit Frequency: Designated facilities are now required to undertake a licensed energy audit every 4 years, conducted by EPRA-licensed auditors, audit firms, or ESCOs.
- Audit Submission Timeline: The completed audit report must be submitted to EPRA within 30 days of completion.
- Energy Investment Plan: Following the audit, facilities must submit an Energy Investment Plan to EPRA within 6 months, outlining how they intend to implement the recommended Energy Conservation Measures (ECMs).
- Implementation Commitment: Facilities are expected to implement at least 50% of the proposed ECMs within three years of the audit.
- Energy Management Structure: Each facility is required to appoint an EPRA-licensed Energy Manager and establish an Energy Management Committee comprising stakeholders from key departments to drive energy efficiency efforts.
- Performance Benchmarks: EPRA will introduce sector-specific performance benchmarks to help facilities assess and improve their energy performance.
- Remedial Action: Facilities that fall below performance thresholds may be required to submit corrective plans to address inefficiencies.
New Opportunities: Energy Savings Certificates
A key feature of the 2025 regulations is the introduction of Energy Savings Certificates. Facilities that perform better than set benchmarks may qualify to earn these certificates, which can be traded under an EPRA-administered scheme — promoting both sustainability and financial benefit.
